Add keep with previous attibute for paragraphs

I'd like a way to keep two paragraphs together by telling the last paragraph to remain with the previous paragraph. This is often useful in situations where you have a one line paragraph (such as the name of a contributor for an article or a signature) that you need to keep with the paragraph that precedes it. Yes, I know I can set the next-to-last (NTL) paragraph to Keep with Next, but it's not the NTL pargraphs that needs this. It's the last paragraph that does. SO this should be an attribute of the paragraph that requires it, not of other pargraphs that don't really care. Is this clear enough? Let me know if not.

To grep the issues easier via "requirements" I put the issues currently lying on my owner to the owner "requirements".
