scroll bar: doesn't scroll if row is higher than screen

Create a spreadsheet, fill text (with line break!) into a field somewhere let's say in the 50th row - so that its size is finally more than the screen height. You DO CAN scroll from the first to the 100th row if you click ONTO the little arrows on the vertical scroll bar - but you CAN'T (you can't pass the 50th row) if you just click INTO the vertical scroll bar (below of the "jumper").

Screen display always starts at a cell boundary. This won't be changed in the near future, even if it means large cells aren't completely visible.
