I uninstalled the older copy of Open Office [OOo1.1 beta]. Thereafter, I
unzipped OOo_1.1beta2_Win32Intel_install.zip to a local folder and clicked on
setup.exe to start the installation. 
After a short delay, an error message displayed:
"This application failed to start because vos3MSC.dll was not found.
Re-installing the application may fix this problem".
The installation then aborts.
Each time I run Setup.exe, I get the same error message.

Using Windows XP Professional; 
Meccer Notebook computer, with Intel Pentium III 500MHz; 256Mb Ram.

Have you checksummed the download, it looks for me like a broken
download? I can't affirm this. OOo 1.1 beta2 is running fine on my XP
box. File should be in f0_039. I will attach it, may be it helps.

Seems to work now.
