Page Style graphics cannot exceed frame

Page Style dialogue, item Background: the colour or graphic applies to the default page frame only. This means you cannot place graphics that extend this frame (e.g., cover the whole page).
I can confirm the behavior (RH9/1.1.0), but is it a defect or an RFE?
Feel free to call it a feature, although I think that a background colour or graphic is not uncommon.
It is possible, but not intuitive to use. I set it as Enhancement. - Open the Page format dialog - Set the Page Margins to Zero. - Click on TabPage Background and ignore the Print range warning (Choose Yes). - Choose your Backround - Click on TabPage Border - Set all four borders - Adjust the indent to content (Think about your Print range) - Close the dialog with OK.
Almost. In step 'Set all four borders', you need to specify a real border first (I choose the same color as the background) otherwise the border offsets get reset to zero. Thanks for your attention.

This issue still exists in OOo 2.1, and not only in the word processos, but also in spreadsheets. The above workaround is not only very cumbersome, but also limited - for example, if I follow that workaround, and using a A4 page size, I can't increase the borders spacing (Page Style -> Borders Tab -> Spcing to contents) above 1.97". Now this might be a bug that needs it's own issue, but that is besides the point. The point is we need a simple way to tell OOo to use the background image to cover the _entire page_, and IHO, that should also be the default behavior. Fixing this issue is especially important when exporting to PDF, as PDFs don't have the physical limitations that printers have (that required the page margins in the first place). Forcing a margin on a PDF impairs one's ability to produce professional, well designed documents with a image as a background.

Why not making the format->page dialog only relative to the page (i.e. the size of the page, its background, its border for the whole page, the presence or not of a header/footer, the global printer margins...) ? And then make the text zone the main frame, the header also a frame, the footer also a frame... For each frame, it will be possible to set the border, the background... These frames would be editable as frame styles. I think it would be the most logic thing! Because for the moment we have in the same dialog options only related to the page (its size) and some other only related to the main text area (i.e. its margin, columns, background and border). Yet a page is a page, and a frame is frame!
To grep the issues easier via "requirements" I put the issues currently lying on my owner to the owner "requirements".
