The download dictionary page contains a link for hyph_fr_BE.zip
This file is not available on ftp.services.openoffice.org (aka ftp.stardiv.de)

Dead link corrected. Related to #15759, now marked as FIXED. 
The links now work. 
Please verify and mark FIXED if no further problems.
