In setup dialog "Enter User Data" textfields "State" and "Zip" have the wrong
label. Currently it is "Country" which is not correct

TBE->DV: As discussed, please remove the 2nd label 'Country', which 
doesn't seem to be used anymore. Please check also, if the order of
the vcl controls in the header file is correct.

The implication of this bug is that as a screen reader reacts on
AccessibleLabel it reports "Country" to the blind user at a textfield
that is used actually for "Zip" and "State".
