The attached document tends to load slowly and will scroll slowly until you 
scroll through the entire document a few times.

Verified in Win NT 4.0 SP6a, OOo 1.0.3.1.
Verified in RH 9.0, OOo 1.1 Beta 2.

Lets say it depends on hardware. The performance of 645m9_8650 is
increased, so we can set this issue as fixed.
The reason for the first view: Writer loads only the graphics which is
visible and load the others when the user scroll to them.
Later all graphics are in the cash memory so the second scroll will be
faster. This behavior is a feature.
