While a citation entry without brackets is correctly displayed in OOo1.1, 
additional brackets "[ ]" are displayed around the citation entry if the 
document is loaded into OOo1.0.x since these version does not yet support 
citation entries without any brackets.
This means a lack of downward compatibility and lead to problems if documents 
that are created with OOO1.1 are to be read with OOo1.0.x.

We need to investigate if this is a way around thsi. I may be 
unavoidable.

i also think this will be not avoidable and downward compatibility could not allways 
be granted, because of all the new features and bugfixes in the later versions.
i set this to invalid
