Follow HTML link in OO without browser

Please add this feature: When an HTML hyperlink to another HTML file is clicked, open a new OO window with that HTML file, with the cursor at the location of the anchor specified by the link, if any. Currently, OO instead opens the linked file in the web browser, but that is not helpful for editing HTML or for linking documents that are not used as web pages. MS Word has this feature, but Internet Explorer may have to be removed from the hard disk to get it to work properly. Dreamweaver follows a link to the web browser by default, but a right-click (control-click) can be used to follow the link within the application. This does not work properly when an anchor is involved in the Mac OS X version. With this feature, OO would meet my HTML-editing and document-linking needs better than Word and Dreamweaver.

It might be an idea of checking this is actually a cross-platform issue, rather than a Mac OS X specific one.
This is definitely not Mac OS X issue. All platforms are involved.
To grep the issues easier via "requirements" I put the issues currently lying on my owner to the owner "requirements".
