Open a new text document. It shows an empty page with only the default text
frame on it.
Insert a frame (Insert -> Frame), with no further options. A new frame appears
inside the text frame, and its anchor at the upper left corner of the text
frame. Movement of this frame is restricted to the default text frame area. This
is ok.

Now right-click on the anchor, and change it to "Page". The anchor moves to the
upper left corner of the page. Try moving the user frame: it is no longer
restricted horizontally, but it is still restricted vertically. Once moved, it
can be moved without further restrictions.

The cause is the paragraph includes all space in horizontal line.
So anchor to page will allow to set the frame anywhere on the page.

Read again: After changing the anchor to "Page", the very first
movement attempted is still restricted vertically. It is a very minor
thing, but nevertheless it indicates that something could be (is)
wrong in the code.

HI->OS: Like Johan said, the VERY FIRST vertical move to top doesn't
work after frame is anchored to page.

decreasing priority from P3 to P4, because it doesn't hinder the user to work
with the Writer.
