Horizontal line in word has special "percentage mode" width

I have a document in MS Word format that was loaded from a webpage. At the bottom of the webpage are two <hr> html tags. Word recognized the tags correctly when it converted the document from html to .doc format. However, the tags are missing when the .doc document is loaded into Writer 1.1. I also tried this in version 1.03. I this version, I see a text box in the document where the <hr> tag should be. Included: Forms Server Service Guide.doc

I was able to reproduce this with the supplied .doc . I was also able to reproduce it by pasting the top few lines of the Issuezilla page for this issue into Word XP, saving as .doc, and opening in OOo Writer. There appear to be three native formats for horizontal lines in Word: borders, drawings, and picture-based, but in SOME (simpler?) but not all cases, an html <hr> gets translated into a horizontal line which is none of the above. It is a selectable object (unlike borders) and its right-menu has a Format Horizontal Line option (unlike a drawn connector line) but its formatting dialog lacks a Picture tab (unlike a Picture-based line). There appears to be no way to produce one of these in a .doc without starting from html. OOo ignores horizontal lines of this odd format when importing a .doc

The good news is that they are there, the bad news is that they are 0.01cm high and 0.05cm wide!
Seems to be a special 100% wide hack in word for these <hr> derived lines.
