logging in gets one a Logged In As: type page, but then when one 
goes to file an issue, one ISN'T logged in. 
 
1. Issuezilla is dependent on cookies, and does not explicitly state so. 
 
2. If one tries to file an issue, and it decides that one isn't logged in, it 
informs one of the need to log in, but it doesn't give one an obvious, 
direct link to the login. 
 
3. Once one has successfully logged in ( required changing 
cookie-settings for this site, for me, and killing my browser, and 
starting from scratch again, non-intuitive, to be polite ), it doesn't put 
one to where one was ( trying to file an issue ) 
 
python/session-ID type sites can do it, so I'm assuming that it can be 
done...

Currently it seems to work. Steps to reproduce "WFM":
1. Go to IZ <http://qa.openoffice.org/issue_handling/project_issues.html> 
   with disabled cookies (best: a page where your browser inserts your 
   username and password into the input panes)
2. click "Login" at the top of the page
   browser will open login page
   as expected, I see a message "You must enable cookies to use this site." 
   on the login page that reminds me to enable cookies. I can not login without
   enabled cookies.

So --> WFM.
