Unable to access Open Office unless person is an Administrator, how do we allow 
users to access Open Office locally who are not administrators?

Hi, did you install OOo as a network installation?
To use it in a multi user environment you have to make a first install
using the -net option (i.e. setup -net)
Once you have installed the "master" run setup once again as normal user.
It will create a much smaller installation that will be used by the
single user to set up his preferences, keep the documents, etc.

This is an issue caused by a single-user install as administrator on a
multi user OS. Performing a proper 2 step multi-user installation
maens this does not occur. Cnaging status to Fixed/invalid
