* switch "Help|Extended Tips" ON
* in Tools|Options|General|View, switch "Menu follows mouse pointer" OFF
* open an arbitrary menu, and position the mouse over an item which is not selected
* wait until the tooltip appears
=> the tooltip contains the help text for the highlighted item, not for the item
which the mouse was pointing to.

Since the mouse it what triggered the tooltip, it should comply to the mouse
position, not to the highlighting.

the feature 'menu follows mouse' cannot be switched off anymore
