in the page preview OOo adds some empty pages, but not in edit mode ?!
Especially on an index. When I delete the index and reinsert it with some line 
breaks, it works. See attached document.

I tried it in RC4 german, and I got the same. (uninstalled OOo RC3 
downloaded and installed OOo_1.1rc4_030905_Win32Intel_install_de.zip)

I can reproduce this on 1.1 RC 4 Win XP. 

in page preview the second page is blank page. 
so It is a bugs

it's not a bug, but a feature (but one that should be turned of in the
future :-), please see issue 3910
