I have to text documents with a numbering sequence for formulas. The numbering
is relative to the chapter. In the text there are reference to the formula numbers. 

Now I want to merge both documents to one document. I open a new document and
then copy the contents of the two others to it by cut&paste. Then some of the
cross references to the formulas in the new document show wrong numbers, e.g. a
reference to formula 2.6 shows 2.2. 

This problem depends somehow on the context of the document (e.g. its length or
the amount of formulas in it) and it does not to appear with every numbering
sequence. I have attached the documents before and after the merging to
demonstrate the problem.

A similar (or identical? See also issue 11174) problem appears when linking the
two documents by a master document. Then also the cross references are
incorrect, although the displayed numbers differ from the first case. I have
attached the master document to demonstrate this.

Maybe a duplicate of 11174. 
Further investigation is necessary.
