I have a SuSE 8.2 box with an OO 1.02 preinstalled - it comes with the
distribution and is in german.
When I try to upgrade it to the german 1.1 I got the error message that a
different language is installed and that it needs to be installed to a different
directory. IMHO it should detect the german version correctly.
(as a workaround: can I still install into the same directory without loosing
all settings?)

OOo is not responsible for configuratios made by distributions. So you have to wait 
for an OOo distribution from Suse in this case. There is also no way to migrate the 
former OOo settings to the new version. Installing 1.1.0 into the 1.0.x directory 
doesn't work because of a change of the configuration file format.
Poosible 
Workaround: Uninstall OOo 1.02 on your system by starting the setup link in the 
current OOo folder of your home directory. Don't check 'remove all files' in 
deinstall GUI. You should have saved the 'user' of OOo 1.02 now. Then download german 
1.0.3 and install as described in the setup guides. After making a workstation 
installation, copy the saved 'user' directory to the new workstation installation. 
Now you should have your settings in the 1.0.3. Now start installation of 1.1.0 as 
described in the setup guide. Upgrade should work now.

I followed your workaround: After deinstalling it and deleting the
installation directory /opt/OpenOffice.org I installed the german
1.0.3 (./setup -net) into the same place. User settings are OK again.
BUT: Installing 1.1 over 1.0.3 resulted in the same error as described.

What do you mean with:"Installing 1.1 over 1.0.3"? Please don't
install 1.1.0 into the directory of 1.0.3. You can find more
information in
http://documentation.openoffice.org/setup_guide/index.html. 1.1.0 has
also a setup guide included. Should be at the installation source
folder. You also can find help at the mailing lists
users@openoffice.org or users@de.openoffice.org.

Thx for the hint, but I RTFM'd already before I raised this issue.
The installer detects the previous installed version correctly, but
complains that the language wrong is (although both versions are in
german). So it only leaves me the option to install to another
directory instead of upgrading the installed 1.0.3.

Got it now: Deinstalling SuSE's edition, installing 1.0.3 and directly
afterwards 1.1 results in the error displayed. If at least a reboot
after the installation of 1.0.3 takes place, everything works as
expected. Probably some enviroment variables or something which have
to be adjusted by reboot.

Issue depends on the OOo version bundled with the distribution.

Please reopen.

I installed every OOo version so far, NOT using the distribution packages, but
instead the files from OOo directly, and encountered the same problem:

Eg. I installed 1.1.3 German a few weeks (months?) ago with several reboots in
between, and now wanted to upgrade to 1.1.4 German, both from your site. It
keeps saying something along "I can't upgrade because you have the wrong
language installed in ....", choose Cancel to stop or OK to proceed and select a
different directory."

This is Debian sid on x86, current at the time of installation/upgrade. So far,
I was never able to upgrade my OOo installations.
