All HTML documents/web pages must be zipped up before it's attached to an issue.

The first attachment ( "bad.html" ) demonstrates what happens if an user
attaches a HTML file directly to an issue.

The second attachment ( "bad.zip" ) uses the same HTML page as in the first
attachment, but it is attached as a zip file.
