When dealing with HTML files as attachments, make sure the user submits the HTML
file compressed with zip, gzip or some sort of compression program.

In this sample case, there are 3 attachments:

1.  bad.html  This is a HTML web page that is directly attached to the issue
              and specifying that the file is "HTML Source ( text/html )".

              Notice when you try to download the attachment, the OOo website
              is also included in the attachment.

2.  bad.zip   We are using the same HTML file as in the first attachment, but 
              this time we zipped up the HTML file first, before we attached it 
              to the issue.  Notice that we chose the 
              "Binary file (application/octet-stream)" option for the file type.

              If you download and unzip the attachment, the HTML file is 
              correctly saved.

3.  bad.html  Yes, it's the same file as in the first attachment and yes it's
              not zipped up.  However, we chose the "Plain text (text/plain)"
              option for the file type.

              The HTML file downloads correctly.  However, it's probably not
              a great idea to save HTML files with the type of "Plain text".
