Dialogs of SO have to respect system font size in GNOME

If one changes system fonts or themes in GNOME dialog fonts in SO doesn't respect that. They keep their original size. Also buttons and comboboxes on toolbars have to change their size accordingly. Regarding buttons two approaches were discussed. To do switching automatically either the scrollbar width or the menu height can be used to recognize e.g. a 'LargePrint' theme. It was agreed that the latter approach is more appropriate because there are some themes that come with a thicker scrollbar per default and thus the user would have large icons although it was not demanded. This bug replaces #105081# as font size in menus are working now. MT->FL: I suggest to use the same font size for dialogs like we use for menus, but restrict it to a maximum of XXPt, maybe dependend on screen size, so our standard dialogs still fit. Gnome & Windows user can modify the Application font size. Please Compare with http://www.gnome.org/learn/users-guide/2.4/goscustdesk-38.html In my opinion OO.o shouldn't ignore these settings. Gnome provides values from 8-72pt and WinXP 6-24pt we should take care about the values in this range.
System font sizes are now allowed up to a reasonable size to not let dialogs exceed the screen. (Our dialogs were designed to fit 800x600 at 8pt). On UNIX this is currently only active if you select 'Use system font for UI' in the accessibility options. Once #110754# is fixed, the system's font sizes are used always. Fixed in CWS vcl17.
