When resizing one to many objects on a sheet, the text associated with the
object does not change size.  This makes changing the size of a drawing a
daunting task at the least.

Example: 
  1.  Create a clean sheet.
  2.  Select an object, for example "Rectangle, Unfilled" and make the object
      take up 30% of the sheet.
  3.  Type text into the object.
  4.  De-select the object then reselect it and make the object smaller.
      The text will remain the same size as originally typed.

Not changing the font size when resizing objects is normal behaviour.
I have checked this in Corel Draw, Powerpoint, Word and a few others.
This is not an error. It is meant to be.
When you want to change the text when resizing the object convert it
to a metafile using the context menu.
