want to set #2153 to target next build -> code subcomponent is missing

For IZ admins there is only a component L10N (upper case).
For "New" and "Query" there are two components, L10N and l10n.
I would like to get rid of l10n, but don't know how.

We should get rid of the uppercase L10N instead, since the lowercase
l10n is the preferred project name used in other places too.. l10n
should also get an IssueZilla description then (the one L10N has right
now) and the subcomponents code and ui, and build targets.

I agree that l10n (lowercase) is more consistent. 
From my point of view Michael can't execute on either of the choices
without CollabNet's help.

The entry form for submitting issues contains L10N and l10n as
component choices.

I can't remember when and how l10n was introduced there.

The IZ admin interface for editing/deleting components contains only
L10N. (http://www.openoffice.org/issues/editproducts.cgi)
So we can't delete or modify l10n here.

This has been assigned internally throught pcn6683 for further action
regarding the addition/modification of the l10n (vs L10N) component.

Database changes have been made on the staging server to address this
issue. Issues assigned to the L10N component were reassigned to l10n
component.
Please confirm that the result is as desired and we can make this
change on the production server as well.

Looks fine on staging box.
I see l10n (lower case) only in the new issue form.
(Hopefully) All issues from L10N have been moved to l10n.
