French customers are concerned about the numkeypad '. vs ,' 
These companies business is to serve accounting to thousands of very small
entities like shops, farmers, bars...
They have agencies everywhere in France and Northern Belgium.

DL->NN: Michael told me that on a French locale the numkeypad ','  should be
treated as a '.'. Please follow up with Michael to clarify the details.

NN->BH: See #i1820#.

FT: Added it to my spec list.
Note: This issue is also requested by Belgian and Spanish users
