Its possible to set a higher table width than the page width. I have attached 
such documents:

document1: In this document you can place the cursor out of the white editing 
area.

document2: This document that was created by copy_and_paste from the Internet 
Explorer has a similar problem: Please set the cursor down behind the last 
charcater you can see. If you now press the cursor-right-arrow-key, you will 
see the cursor moving out of the white editing area. That's because the 
document is larger then the page...

I can confirm this with OOo 1.1.0 on WIn98.

However, I can't tell whether that's a bug or simply a feature that's necessary
when tables from other docs, which have a large width for some formatting
reasons, are copied into a fresh Writer doc.

On the other side, it is not possible to set the width of a single table cell
larger than the page width. It's automatically reduced to a value that doesn't
exceed the page width. So there might be an inconsistency in handling the widths
of cells and tables.

Changed to New, type set to Enhancement.

Those are two different "Problems"
1) document 1: the table width was certainly a fixed width and not a
proportional width. Thus OOo keeps the exact width information by pasting ->
feature.

2) Document 2: a well known duplicate (issue 2109) fixed in the current
developper build (680m22) -> fixed
