adding a option to set the default settings for the paperformat in the optiondialog

Hi! We change the default paperformat for example if we change the languarge but I think we must have a optiondialog to set the defaults for that dialog. For example I whant to use the english version of openoffice but whant to change the defaults for the paperformat for example to the german defaults. And I think we can add there options , too to set the default siteborders of a new document. By, Sven

We must have this globaly for all applications not only for the writer, also for calc and draw, ...

To grep the issues easier via "requirements" I put the issues currently lying on my owner to the owner "requirements".
Paper format setting should be independent from locale, just like date format.
