In the Numbering/Bullets dialog, if you select the Numbering type tab, then
select a preset, then select the Options tab, you'll find most the settings for
that preset correctly filled in, but the Consecutive numbering option will be
unchecked, even though the numbering/bullets will be consecutive when you begin
to enter data in the text edit area, whether you press OK on a presets tab or
the Options tab with that option unchecked.

I can't confirm this.

Maybe that's due to a misunderstanding of the setting "consecutive numbering":
_Any_ numbered list will be consecutive within the same level. I.e.:

1. item 1
   1.1 subitem 1.1
   1.2 subitem 1.2
2. item 2
etc

However, when enabling Consecutive Numbering in the settings, this will result 
in the list above being changed to:
1. item 1
   2. subitem 1.1
   3. subitem 1.2
4. item 2

Which, obviously, shouldn't be enabled by default.

Could you please confirm whether this resolves your problem?

Yes, it does. Coupled with my previous bug report (22360: Numbering/Bullets
previews invalid, re: preview shows all levels), it appeared to me as though it
would (in preview, but not actually, I had thought) affect the top level only.
