when the database that holds the bibliographic data is renamed,
it is no longer possible to access the bibliographic UI.

Normally, this is reasonable.

On the other hand, the UI is the only way to change the name of
database to access. So you (or I, in this case) cut the branch
I was sitting on.

General solution:-> Also open an UI if no database has been selected.

Michael has made a good suggestion.   
   
The current situation is clearly unacceptable - If the defined database is   
deleted or renamed, then when you select Tools>Bibliographic Database   
nothing happens, no UI, no message.   
 
This is not an anresonable activity if you are managing many  
bibliographic tables and importing and exporting data.  
  
The Ui should appear so you can select another database and if no   
database is available then error message should be produced.
