the user fma is not able to edit components, altough IssueTracker display his
"edit component" privilege.

adding url to make clear that the IZ permission is meant. This seems
to be inconsistent with the SC permissions from
http://www.solstage2.sfo.collab.net/servlets/UserEdit?userID=76

This user does not have 'Project Issue Tracking - Configure' 
permission.  This permission is necessary to edit components.

The Editcomponents group permission is a leftover from IZ that is no 
longer used in 2.6.
