Add support for Welsh to the build system

I checked out the GSI file you provided and there are many not yet translated strings. I have generated PO files from your GSI file and put them at http://tmp.janik.cz/OpenOffice.org/Welsh/po/ 13481 translated messages, 195 fuzzy translations, 321 untranslated messages. Strings that are not found in original GSI file are marked as fuzzy in my PO files. You probably know that the GSI file is not complete, but do you want to use PO files for translations? My build for GNU/Linux just finished with your changes so I will start the build for other systems too.
I put several screenshots of Welsh version at http://tmp.janik.cz/OpenOffice.org/Welsh/Screenshots/index.html There are many problems, because the GSI file is not completely translated. But that is your turn :-) GNU/Linux build is almost finished and is being uploaded to ftp://ftp.linux.cz/pub/localization/OpenOffice.org/devel/1.1.1 Microsoft Windows and FreeBSD build will follow. I'll wait for the results of your testing!

How about you tests? Did the went well with my builds?
Did you find some issues in Welsh version I built? Can I close this issue now?
99% of the suite seems fine - thanks! However, there are a small number of phrases appearing in English / German. Is this just because our GSI is slightly old? (We are checking a newer one and will send it as soon as possible) I will attach some screen shots now.

Yes, many of them are because of old GSI.

Hi, there is an issue in cy-2004-03-15.gsi.bz2. You seem to added backslashes before double quotes, like this: \"Pori...\" instead of "Pori..." This is wrong. Please revert those changes. They are mainly in setup2/jvmdlg.src but also in other directories, like extensions, offmgr, ... I'm reverting to previous version for now.

Welsh patches are now in cws_srx645_ooo112fix1. My build-4 will contain it. Please check! GSI file is cy-en-2004-03-31.gsi.bz2 as attached to this issue. GSI will be merged by gh.
