Reassigned to MRU

The issuezilla version of the well known problem: Frames/Graphics (with page
wrap) inside a header aren't capable of extending the header to a suitable
size. This will be fixed in OO 2.0. As long as you are using OO 1.1, you have to
set the frame/graphic wrap to "no wrap" manually.

MRU->OD: still left for OO 2.0 is, that the frames in header do not displace the
text in the body text.

At first, I will write a specification.
This task is part of a group of tasks (i4173 + i13832 + i24135 + 108724 + 110375).
The implementation will be done by Frank (fme).
