Fresh commited files (with keyword expansion) are touched to a time stamp which
is one hour in the future. A cvs "log" command shows checkin times which are one
hour to late.

The result page of an issue query displays a time which is also one hour in the
future.

It seems that the CVS and web server time is off by one hour. Maybe a "day light
saving" issue?

It was a daylight savings issue that has now been corrected on the
server.
