From webpage "About Issues" table entry
for General Website Issues -> Enter Report, the link brings up only a blank page.

was unable to reproduce this using IE 5.1 (os x) and other browsers. When logged 
in, I received the correct page; when not logged in, I also received the correct page, 
in this case being a page asking me to login.
David--did you try this with various other browsers and cookies turned on?

As mentioned on the qa dev list on March 5th I will close all resolved
<wontfix/duplicate/worksforme/invalid> issues. Please see this posting for
details. First step in IssueZilla is unfortunately to set them to verified.
