In the attached screenshot you can see the window where the scale can be set. If
I select any option there and re-open this window, always the item at the bottom
is selected.
For example the writer keeps correctly the previous option set when re-opening
this window.

Please fix this.

This works but not for the first three entries (complete page, page width, optimal).

The problem is that we don't save the state but only generate the view area
rectangle. It is not trivial possible to recalculate the settings from there.
To fix this issue we may have to change the whole zooming concept in impress and
draw. Currently I don't see much return for such an overhaul
