As an incremental step of issue 21150, the following new UNO features are
implemented:
1  Optional base interfaces for interface types.
2  Extended attributes (that can have raises clauses, and that can be flagged as
bound) for interface types.
3  Single-interface--based services, including service constructors.
4  Interface-based singletons.

Did an API test on this version on Solaris: works as expected -> verified.
