The level to evaluate a Table of contents to is saved correctly in OOo when
saving as MS Word .doc format, but is incremented when opening it again.

In a document created in OOo and saved as .doc, where "Heading 2" is used for
headings, with "Heading 3" used but not wanted in the Table of Contents, you can
Edit the Index/Table and set Evaluate up to level to 2.  This produces the
required result.  When the document is saved, it can be opened in Word Viewer
with the correct TOC.  However, when opening in OOo again, the Evaluate up to
level changes to 3, with an incorrect TOC.

MMAHER: Setting the TOC to "evaluate up to level 2", the evaluation of the level
has not been taken in mind when exporting the TOC. The switch \o "1-3" is
written to Word format instead of \o "1-3".

Also tracked as issue 40585. I close this in favor for issue 40585, because the
description there is a bit more significant and does not contain a typo from my
site ;-)
