subject should field should have a rolldown with at least:
the name of the document
the last 5 subjects entered

it should be 'as easy as' referring to a properties file for a 
document, project or a global...I want the visitors to my site to 
always have access to one of three email addresses...tech, sales, 
support. When creating a new page it should be as easy as a rolldown 
to select the last email used

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
