The startupmenu folder link is not created using native installer. This has to
be added into the shortcut table. The quickstart.exe has to be added into the
icon table.

And removed again because of product management decision (FL and LO) not to
start the quickstarter from setup because of technical problems (License dialog
and quickstarter). There the quickstartet is starter after the license
acceptance (ToDo LO). This task can be closed therefore and removed from cws
networker3. A further quickstarter task is #i22904
