i am ja native-lang  commiter.
i  add  [project_tools.html]   to  ja/www/.

English Menu is good.
but japanese Menu is garbled.

All Japanese encodings(UTF-7/UTF-8/shift-jis/euc-jp/jis) were tried,
but  japanese Menu is no good.

garbled characters-> ©³½È
original japanese ->あかさたな

Almost certainly this could be addressed by putting a tag like:

<meta http-equiv="Content-Type" content="text/html; charset=UTF-8" />

(but with the encoding actually in use where charset=UTF-8 appears above)

Have you tried that?

The page looks vaguely messed up in my copy of mozilla firefox (I can't read the
Japanese until I select the characters -- then they become clear -- but I think
this is a font issue -- and certainly my firefox / linux install aren't
localized for Japanese).

Sending this to the reporter to check if the above is sufficient.
