Online help is editble (it shouldn't)

OOo 680m36, running on Win2003, installed for all users. When viewing the help file, I noticed that it is editble- I am able to add text, delete text etc. When moving to a new topic, it asks me if I want to save the changes I made. A screenshot if the message is attached (after adding an empty bullete to the list). The user is not supposed to be able to edit the help file- I am not sure what is going on here.

Moving this from Documentation. We do not handle the user interface issues like this. Hope this is the correct project.
Is this a known bug with the Help Viewer?
pb -> as: duplicate to #116549#, so close the internal task and take care of this, thx.
The help content is set to readonly by default. No automatic detection any longer used ... BTW: It was possible o open the help module more then once. Was fixed too. Please test it too.

AS->HI: Please verify it on my cws again. THX. Further you should check the following things too: - Help URLs must be not added to the history - The help module must be opened one times only. Very new request must bring it to front ... - The cursor must be updated in the right way. - The help-history must work again. - Links into the same help document must be handled right.
Verified with cws: fwk02ea = ok
