missing HelpId's in license agreement dialog

We need the HelpID's for the Accept (=OK) and Decline (=CANCEL) and also for the "Scroll Down"-button and the edit field where the license text is in. Otherwise we can not use the automated installation feature while testing the office.
IS -> LO: This is not networker3 specific. Please fix this as soon as possible on another CWS. I remove this task from networker3.

Not fixed in MASTER build SRC680m43. Only the dialog has a HelpID the other controls have a 0 - means: Nothing.
I have informed Rüdiger (Release Engineering) that in the CWS:fwk02ea everything was fine and now in the MASTER SRC680m43 not. I will give you the issue (as the original owner) but I think it's a RE issue...
