I was fed up with going to the menu and selecting paste special and then
unformatted text, so I decided to write a macro, yet when I finished, the macro
did not appear (not even an error message).  I tried again and finished with
entering some text, and this time the macro was created, but paste special
actions were missing from the script in BASIC.

According to OOo PCD i retarget the task to OOo later and add it to the
macro-recording catchall issue #20046

isse resolved, files touched:

IsRecording() was called for the request which seems to be an obsolete method,
which always denies macro recording.

Did a normal paste from clipboard then a paste special without any format.
There is a dispatcher for the paste special in the code and it selects the
correct element, i guess there is not very much to test here (no pasting for OLE
probably, but drawing layer et al. don't work anyway).
