When using a tablet PC (Win XP/SP2)for text entry, the floating TIP can not be used.

When the TIP is undocked  the icon that opens the floating TIP does not appear.
This is most likely because of  incorrect caret tracking. see the following URL

Since XP/sp2 will not support "write anywhere" and only allows  the floating TIP
to open if caret tracking is correctly implemented  this has a major impact on
using handwriting recognition for text entry in OpenOffice.

I don't know it too ! The described problem seems to be help-related and is
therefore not a framework-issue.

in the whole OOo (dialogs, spreadsheets and text documents, etc.)
