The attached document was created in Microsoft Word.  The Header numbers should
 be {1, 1.1, 2, 2.1, 2.2, 2.2.1, 2.3, ...}.  However, when the document is
brought into the OOo Word Processor they are {1, 12.1, 2, 12.2, 12.3, 12.3.1,
12.4, ...}.

It appears as though the Heading 2 numbers are sequencing based on the last
Heading 1 in the document, rather than the Heading 1 immediately preceding the
heading 2.

MRU->HB: it ia quite odd, what's happening here in this document. The first
level headings are all counted before the second level headings. Have a look at
the Navigator, there you can see it.

FME: Looks like we were never able to handle outline numbering in frames
correctly. After discussing this with MRU, we agreed to set the target to 'later'.

This "no outline numbering" in frames is a big nuisance to me: when working on
2-column documents I need to stick Indexes/Tables (list of tables, references)
into text frames (otherwise they span the entire doc!), then since frame
numbering is not working correctly in frames... essentially all of outline
numbering is thrown off.

Is there a work-around?! Can't I alter some sort of "outline_level1" variable to
a desired value (just like I would with Table or Figure variables)?

Any suggestion much appreciated,
