wrong heading numbering compared to MS

the Mensch und Computer conference template document renders differently in Word and OOo. Heading numbers for "Zeichensätze" and "Satzspiegel" are number 3 and 4, rather than 2.1 and 2.2. https://mc2004.upb.de/de/Autorenrichtlinien.htm https://mc2004.upb.de/download/OWV%2004_MC2004.dot
MRU->HBRINKM: There is no Outline used though for numbering the Heading1 and Heading2 paragraphs. Outline level 1 and 2 do not have assigned ANY style, but I wasn't able to see, where in the Word doc these settings come from. This was not affected by the latest numbering changes. OO 1.1.x displayed the doc in the same way.
Changed prio to 4
Will not be fixed for OOo2.0.
