open a html document that has a fixed width due to some fixed width elements
(for example DL's Dashboard) Resize the document so that the document window is
more narrow than the html page. At the bottom a scroll bar should appear,
however you see that it repaints very strange (scrolling up and down gives
artefacts, ...) and is unusable. In fact the writer paints over the scrollbar.
The problem occurs in HTML editor and online layout of writer.

MRU->OS: the scrollbar is unusable in this setting. You only get the Textcursor
when traveling over the hor. Scrollbar. 
BTW: this does not occur on Windows.

Fixed in cws os38 in sw/source/ui/uiview/viewport.cxx

And: It was reproducible on Windows, too. Just a little resizing of the window
was required.
