Convert metafile-with-text ToPolygon gives oversized result

Draw an object with Microsoft Draw (in Office 95), and add text labelling. Select the object including text and copy to clipboard. Paste this object into OOo Drawing. (First time after pasting it appeared as an OLE object with green handles around its perimeter. Right clicking and editing using MS draw to ungroup the lines seemed to destroy the object! Pasting it again caused it to come in as a metafile object directly! Alternatively..) If necessary use Modify>Convert>ToMetafile to convert the object into a metafile object which has blue or cyan handles around it. This stage can be arrived at directly by opening the file I have called "convpoly.sxd" and placed at the URL referenced by this report. Select the imported metafile graphic, execute Modify>Convert>ToPolygon and the converted object ends up approximatly 12 times larger than it should be! In addition the Zoom capability has been messed up. It insists on a "Variable" zoom of ridiculous size and although it responds to commands to change the zoom, does not respond correctly. Repeating the process with a metafile graphic which does not have text labelling appears to work correctly.
I do not Office 95 here, but with the bugdoc the problem is reproducible.
