1. open a new xml form 
2. open the data navigator
3. create an new element
4. D&D the element to the document
==>> an control with a label field is created, however the name of the label
should be name of the element.

issue resolved [related to i33914], introduced the "OXFormsDescriptor" in
/svx/fmcomp/xmlexchg.cxx
and enhanced the implementation of "FmXFormView::implCreateXFormsControl" in
/svx/form/fmvwimp.cxx

since this cws was sync'ed to m71 this issue is affected by a recently
introduced problem related to visibility of controls which is already fixed but
not yet integrated, see #i40085.
d&d of elements into the document work as expected but are initially invisible.
as a workaround simply d&d the element from the datanavigator into the document,
then insert any character into the document.
