To reproduce the problem.
1. Create empty writer document.
2. Insert Table of Contents (via Insert Index).
3. Check the Perf Monitor.

Another test.
1. Download "http://dba.openoffice.org/specifications/Database_application.sxw"
2. Insert Table of Illustration.
3. Check the Perf Monitor.

On Linux (Debian), Insert Alphabetical Index have similiar problem.
In addition, the words and preview look weired... font overlapping.

Re-test on version 1.9.54 (win32 and Linux) - was OK, except that the first few 
seconds the CPU feel heavy when accessing this module.

Confirming that the defect is fixed in OOo 1.9.54/SRC680m54. It's fixed by cws
