i use a german keyboard but with a US layout and some changes via xmodmap. one
unused key i use for composing german umlauts:

xmodmap -e 'keycode 94 = dead_diaeresis'

this works fine in every application to compose äöü... (e.g. here in
mozilla/gtk) except open office.

OOo needs a valid (i.e. non ASCII-only) locale. please post the output of "locale".
