This is the locale file for Dzongkha language. However, regarding the collation
rules we are usually directed to the
http://oss.software.ibm.com/icu/userguide/Collate_Customization.html. Since I
had already submitted a locale data in ldml formate in common repository which
follows the collation rules specified above.So I have tried implementing the
Collation rules in terms of it...

Pema,

Sorry, but simply putting the LDML data in the LC_COLLATION section of a locale
data file doesn't work. Please submit only locale data that complies with
i18npool/source/localedata/data/locale.dtd. If you need collation that is
different from the one ICU (currently v2.6) provides (is this really the case in
case of Dzongkha?), then please use the mechanism of i18npool/source/collator
and it's data subdirectory.

Though I didn't try it (did you?) I also doubt that the locale data would
actually work. There is no DateSeparator defined, no Time100SecSeparator,
TimeSeparator equals the ListSeparator and is more than one character, and I
also doubt that the format codes match the prerequisites lined out as comments
in the locale.dtd

Therefor reassigning this issue back to you. Please correct the data, try to
test it in a non-product build if possible as described in locale.dtd (I will
provide means to check locale data in product-builds in a later CWS, currently
only available in non-product builds), and please fill in the JCA form, see
http://www.openoffice.org/contributing/programming.html
If done, please reassign this issue to me.

@Pavel: not much sense in adding a comment "Eike, please have a look." without

Hi Pema, as Martin pointed out on the releases list we are coming
closer to 2.0 Beta.

Pema, please, if this should be integrated for OOo2.0 the locale data must be
completed as requested. The deadline is end of this month, 2005-02-28. If the
data is not ready by then I will retarget the issue to OOo2.0.1
